🚩Government of Ghana has secured a US$200 million loan facility from the World Bank to support the coconut sector and three other tree crop commodities to increase production for export. The facility will support a programme known as the ‘Tree Crop Diversification Project’, which would enable the Tree Crops Development Authority (TCDA) to undertake research and development of different varieties of coconut, cashew, mango and rubber. The financial support would also go into strengthening institutional value chain governance, improving tree crop adaptation and climate change resilience and support post-harvest management and value addition lapses of the four selected tree crops. Dr Bryan Acheampong, the Minister of Food and Agriculture, announced this in a speech read on his behalf during the launch of the 2023 International Coconut Festival in Accra on Thursday.

🚩The total trade in goods between the United States and Ghana hit an all-time high of US$3.7 billion in 2022. Also, Ghana had a US$1.8 billion trade surplus with the United States in 2022, the US Embassy in Accra has disclosed. According to the Embassy, “Trade in services is also strong and growing. With the African Growth and Opportunities Act (AGOA) trade preferences, Ghanaians can export more than 6,500 products to the United States duty-free.” The United States government continues to support economic development as Ghana’s top development partner.  In 2022, U.S. bilateral assistance to Ghana totalled over US$150 million with programs in health, economic growth, agriculture, education, human rights, governance, and security. 

🚩The Social Security and National Insurance Trust (SSNIT) has said the new terms of the Domestic Debt Exchange Programme (DDEP) offered by government was better than the previous one. According to the Director-General of SSNIT, Dr John Ofori Tenkorang, the Trust will fully participate in government’s alternative Domestic Debt Exchange Programme including pension funds. He noted that the move will however not affect its payment of pensions to beneficiaries. “Government has tabled a new offer for pension funds that are holding government bonds, and the terms of the offer are certainly better than the first so we will look at it and then we will subscribe and make sure that we have enough liquidity to be able to pay immediate benefits when they are due”, Director General of SSNIT, Dr. John Ofori Tenkorang said.

🚩The Government of Ghana and the parent companies of AirtelTigo, Bharti Airtel Ghana Holdings B.V., MIC Africa B.V have concluded negotiations and signed an agreement to transfer the shares of the company to the Ghana Government following the announcement of the company’s departure from the Ghanaian market last year. This agreement transfers all customers, assets and agreed liabilities of AirtelTigo to the Government of Ghana. The Minister for Communications and Digitalisation, Mrs. Ursula Owusu-Ekuful (MP) signed on behalf of the Government of Ghana, while Ms. Jatina Catharina Uneken-van de Vreede, Mr. Martin P Frechette, Mr. Timothy Pennington, Mr. Eric Nana Nipah and Mr. Vish Ashiagbor signed on behalf of the seller entities.

🚩Mechanical Lloyd Plc has delisted from the Ghana Stock Exchange (GSE) following the completion of the tender offer and settlement of all shareholders who tendered in their shares. The Company in a release last week said it will delist from stock market after trading on Friday, 16 April 2021. The delisting has been approved by the GSE. “The offer was for 16,900,487 ordinary shares at GHS0.10 per share. At the close of the Offer, a total of 165 shareholders tendered in 2,800,065 shares. Settlement (shares and cash) of the tendered shares has occurred,” the company stated. The de-listing is in line with Mechanical Lloyd’s strategy to review its business model and structures to re-position the Company going forward. The company has indicated that the de-listing will not impact job security, day-to-day operations and relationships with stakeholders.

🚩The Government of Ghana has signed an agreement with cocoa and chocolate companies to accelerate collaboration to protect and restore forests in cocoa-growing areas. With the agreement, the World Cocoa Foundation (WCF) and the Forestry Commission of Ghana (GFC) are building a partnership to further align the Ghana Cocoa Forest REDD+ Programme (GCFRP) and the Cocoa and Forests Initiative to achieve no-deforestation commitments. The Memorandum of Understanding, signed by GFC and WCF, commits the parties to work together in six regions where the government of Ghana has made action to protect and restore forests a priority.

🚩Ghana received a total of 279 Foreign Direct Investment (FDI) projects valued at US$2.7 billion in 2020 despite the COVID-19 pandemic. The projects will go into areas such as manufacturing, services, building and construction, agriculture, mining, petroleum and export trading and expected to generate 27,110 jobs nationwide. According to the Ghana Investment Promotion Centre (GIPC) that facilitated the investment drive, a total value of US$2.65 billion of those projects were foreign investments while US$145 million were domestic. Information Minister Kojo Oppong Nkrumah announced this during the Minister’s media briefing in Accra on Sunday.

🚩Ghana’s gross international reserves at the end of February 2021 was US$8.719 billion, providing cover for 4.2 months of imports of goods and services. The reserve level compares with the end-December 2020 position of US$8.624 billion, equivalent to 4.1 months of import cover. Dr. Ernest Addison , Governor of the central bank, who made this known, also said, cumulatively the Cedi appreciated by 0.6 percent against the US dollar in February 2021, compared with an appreciation of 4.5 percent in the same month of 2020.

🚩Ghana’s total earnings from export have been hit hard by the COVID-19 shocks, this is according to the latest report by the Bank of Ghana (BoG). The figures from the BoG indicate that earnings declined by US$2.5 billion as compared to what was realized during the same period last year. According to the report, what the country secured in the first two months of the year is about three hundred million dollars short of what Ghana got in the first two months of 2020. It can be attributed to a decline in prices of commodities on the international market like Gold and Cocoa that are yet to pick up from pre-pandemic levels. As a result of lockdowns and economies yet to open up fully because of the COVID restrictions.

🚩Ghana is heading back to the international capital markets to lock in relatively low borrowing costs before inflation concerns push global yields up further. West Africa’s second-biggest economy targets to issue its first zero-coupon dollar bond with four-year maturity, alongside a seven-year, 12-year and 20-year instruments, according to people familiar with the plans, who asked not to be named because they are not authorized to speak publicly about it. The country mandated Bank of America Corp., Citigroup Inc., Standard Chartered Plc, Standard Bank Group Ltd. and Rand Merchant Bank Ltd. as lead arrangers to commence investor meetings Wednesday, the people said. Ghana also offered to buy back as much as $250 million of its outstanding 7.875% notes due 2023, at $1,108.50 per $1,000 worth of bonds held.

🚩The African Cashew Alliance (ACA) is projecting an increase in cashew production in Africa in 2021 despite the effects of the pandemic on the global cashew industry. According to them, Africa is projected to exceed the over 2.1 million total raw cashew nuts (RCNs) it produced in 2020 and will remain the greatest producer of the commodity in 2021. A statement issued by the Alliance notes that the positive trend of production growth over the past years in West Africa is expected to continue with production estimated to be between 1.6million and 1.8 million tons of RCN by the end of the 2021 cashew season.

🚩The Finance Ministry has outlined government Medium Term Debt Strategy (MTDS) from this year till 2024 with the intention of keeping borrowing costs as low as possible, recuing debt risk and the pursuing of action considered to impact positively on public debt. This thus annuls the MTDS for the period 2020-2023. The strategy considers the costs and risks embedded in the current debt portfolio. This includes the future borrowing requirements for the medium term, the 2021 macroeconomic framework, the prevailing market conditions and other factors necessary to develop the strategy. This is in fulfilment of the statutory requirements in Section 59 of Act 921.

BUSINESS NEWS | GHANA AND BEYOND 11/03/2021

🚩The year-on-year inflation rate rises to 10.3 percent in February 2021 compared to 9.9 percent, the previous month, the Ghana Statistical Service said on Wednesday. The rate is 0.4 percentage point higher than the rate for January. The month-on-month inflation between January and February was 0.8 percent. Professor Samuel Annim, the Government Statistician, said the slight increase in the inflation rate was due to a rise in non-food inflation. Non-food inflation rose to 8.8 percent from the January rate of 7.7 percent. The Food and Non-Alcoholic Beverages inflation fell to 12.3 percent from 12.8 percent.

🚩All National Identification numbers will become Tax Identification Numbers [TINs] from April 1, 2021. This was disclosed by President Nana Addo Dankwa Akufo-Addo in his State of the Nation Address in Parliament today, Tuesday, March 9, 2021. “Mr. Speaker for the first time, we have enrolled 15.5 million people onto the National Identity System [Ghana Card] and we will complete the process this year. From April 1, 2021, all National identification numbers will become Tax Identification Numbers [TINs]. In so doing, the number of persons registered by GRA for tax purposes will increase from the current three million to 15.5 million,” said the President. The President said from the 2nd quarter of 2021, all National ID numbers will also become SSNIT numbers.

🚩The Managing Director of Bayport Savings and Loans, Nii Amankra Tetteh, has stepped down from his position as Managing Director of the financial institution. A statement by the company said Mr Nii Amankra Tetteh opted out to “pursue other opportunities elsewhere”.
Mr was appointed by the Board of Directors of Bayport Savings and Loans Ltd (Bayport) and approved by the
Bank of Ghana on December 11, 2017, to replace Mr Kofi Adu-Mensah. He joined Bayport from Barclays Bank of Ghana Ltd, where he was Director, Retail & Business Banking.

🚩The Registrar-General’s Department has announced that it will hold a virtual first creditors meeting with creditors of the 53 defunct fund management companies. The meeting, slated for 11 March 2021, will be followed by a virtual class meeting which will be held on March 12, 2021 from 9:00 am to 11:00 am for investors of fund management companies only, a statement issued by the Registrar-General’s Department indicated. In accordance with Section 122 (2) (b) of the Securities Industry Act 2016, (Act 929) (SIA), the Securities and Exchange Commission (SEC) revoked the licenses of 53 Fund Management Companies (FMCs) in 2019.

BUSINESS NEWS | GHANA AND BEYOND 10/03/2021

🚩Government of Ghana has commenced the processes for the 2021 International Capital Market (ICM) Funding Programme. Government is expected to raise up to US$5 billion and the funds will be used to support growth-oriented expenditures in the 2021 Budget as well as conduct liability management of both Eurobonds and Domestic Bonds. According to a statement from the Finance Ministry, Bank of America, Citi Bank, Rand Merchant Bank, Standard Chartered Bank and Standard Bank have been penciled down as Lead Managers for the raising of the Eurobonds. The statement further said the programme instruments consist of Eurobonds, Diaspora Bonds, Sustainable Bonds and Syndicated/Bridge Loans.

🚩President Nana Akufo-Addo has said the country’s Gross domestic product (GDP) will grow by five per cent (5%) by the end of 2021. The president made this known on Tuesday when he delivered his first state of the nation address (SONA) of his second term in Parliament . He said although the COVID-19 pandemic had affected the economic outlook of the country but promised to lead the country to improve the economy. He said among other things that his government would lead a “rapid industrialisation” drive that will result in “a value added economy” which will be fuelled by one of his flagship programmes, the One District, One Factory (1D1F). He said 232 projects under the 1D1F are at various stages of completion which would contribute to boosting the industrialization sector.

🚩The National Association of Sachet and Packaged Water Producers (NASPAWAP) has reviewed the price of iced sachet water from 20 pesewas to 30 pesewas, effective March 15, 2021. A statement copied to the Ghana News Agency by Mr Magnus Nunoo, National President, NASPAWAP, said the increase was the result of a hike in the price of production materials. It said the last time NASPAWAP reviewed its prices was in 2019 and that the leadership had noted with concern anomalies in a press release allegedly circulated by another Association announcing a price review of sachet water with effect from March 8, 2021.

🚩Global food commodity prices rose for the ninth consecutive month in February, with quotations for sugar and vegetable oils increasing the most, the Food and Agriculture Organization of the United Nations (FAO), has reported. The report tracks monthly changes in the international prices of commonly-traded food commodities, which averaged 116.0 points in February, 2.4 per cent higher than the previous month and up 26.5 per cent from a year ago. The FAO Sugar Price Index rose by 6.4 per cent from January, as production declines in key producing countries together with strong import demand from Asia prompted ongoing concerns over tighter global supplies.

🚩Mechanical Lloyd Plc (MLC) has announced a tender offer to purchase all its outstanding shares from shareholders as part of a process to delist the company from the Ghana Stock Exchange. MLC has offered to purchase the outstanding shares at GH¢0.10 per share, representing a premium of 11.10% compared to the prevailing market price of GH¢0.09 per share. The company noted that the delisting from the Ghana Stock Exchange was approved by shareholders in October last year. “At the 28th Annual General Meeting of Mechanical Lloyd Plc (“MLC”), held on 15 October 2020, shareholders approved a special resolution to delist the Company from the Ghana Stock Exchange”. And in line with the regulations of the Ghana Stock Exchange, “MLC is undertaking a tender offer, on behalf of the Promoters, to Qualifying Shareholders to purchase all their outstanding 16,900,487 ordinary shares at an offer price of GH¢0.10 per share”.

🚩JICA, GIDA, Ministry of Foods and Agriculture have expressed readiness to continue supporting rice cultivation, irrigation schemes and market-oriented agriculture across the country through the Kpong Irrigation Scheme. The project to improve the productivity and profitability of rice cultivation at the Kpong Irrigation Scheme has recorded some good successes. Through the Project for Enhancing Market-Based Agriculture by Smallholders and Private Sector Linkages in Kpong Irrigation Scheme (MASAPS-KIS) in the Eastern Region, the Japan International Cooperation Agency (JICA) is ensuring that rice cultivation increases and stable water distribution is enhanced. On 3rd March, 2021, JICA, Ghana Irrigation Development Authority (GIDA) organized a seminar to share experiences and implications based on the project

🚩British Airways is said to have reversed its decision to move Accra – London route from Heathrow to Gatwick. According to Aviation Ghana, the decision comes on the back of lots of negotiations between the government and officials of British Airways. British Airways had planned to commence the Accra – London route to Gatwick from this month. But this decision means passengers on the Accra – London route will now land at their original destination that is Heathrow. Government earlier threatened to take action against British Airways. The government had earlier given its strongest indication of taking reciprocal action against British Airways if it goes ahead with its planned switch of route from Heathrow Airport to Gatwick Airport.

🚩NIMED Capital Limited, a fund management company licensed by the Securities and Exchange Commission (SEC) and the National Pensions Regulatory Authority, NPRA, with specialty in investment banking and fund management, has announced the launch of its new unit trust – The NIMED Lifetime Unit Trust. The Scheme, which was launched on 3rd March, 2021, will focus on investing in the fixed income market.
On a regional level, 100% of the fund will be invested in securities within Ghana. The NIMED Lifetime Unit Trust is an open-ended fund with the aim of investing in investment grade fixed income securities that will provide investors with capital preservation, income and growth in the medium to long-term. This will enable investors to meet their objectives of retirement, education, buying a home and many more.

🚩The Association of Ghana Industries wants lending rates to go down further down to enable Ghanaian businesses compete favorably with their counterparts on the continent. Cost of loans have fallen by about 10% since 2017 to 21%, but the Policy Rate – the rate at which banks borrow from the Bank of Ghana still stands at 14.5%
Chief Executive of AGI, Seth Twum Akwaboah, believes lending rates in the country are still not competitive enough, though commending the present Bank of Ghana administration for pushing the rates down since assuming office.

🚩The UK has signed a trade partnership agreement with Ghana that secures tariff-free trade and provides a platform for greater economic and cultural co-operation. The agreement was signed by Secretary of State for International Trade, Liz Truss and Ghana’s Acting High Commissioner to the UK, Peprah Ampratwum, at the Department for International Trade in central London. Secretary Truss was joined on a video call by Trade and Industry Minister Designate, Alan Kyerematen, to mark the signing. The deal supports a trading relationship worth £1.2bn and reinstates the terms of the economic partnership agreement between the two sides when the UK was part of the EU. It means Ghanaian products including bananas, tinned tuna and cocoa will benefit from tariff-free access to the United Kingdom. UK exports are also in line to benefit from tariff liberalisation from 2023, including machinery, electronics and chemical products.

🚩After going through turbulent times in the last couple of years, the Ghana Stock Exchange has defied analysts’ expectation by becoming the best stock market in Africa in the first two months of this year. Investors will be beaming with smiles as the Accra Bourse had returned 14.41% gain in dollar-term at the end of February 2021. The impressive run of the cedi is also a contributing factor as more investors show interest in the stock market because of getting more return than investing in the dollar. In cedi term, the market (GSE Composite Index) has recorded 13.59 percentage points gain. So far, nine companies have appreciated in value as compared to three losers. MTN Ghana is the biggest gainer with 29.69% appreciation in stock value. It is followed closely by Cal Bank (15.94%), Soceite Generale (14.06%) and Standard Chartered Bank (11.28%).

🚩Tree Aid, an International Development Organization working in Northern Ghana has commissioned and handed over three shea butter processing centres to women groups at three different communities in the Kassena-Nankana area of the Upper East Region. The NGO under its ‘Grow Hope Project’ supported the women groups who had started the construction of the processing centres to complete them and install the necessary equipment to aid in the processing of quality shea butter. The beneficiary communities are Nyangua and Biu in the Kassena-Nankana Municipal and Chiana-Abolo in the Kassena-Nankana West District. The project, which started in 2018 is being facilitated by Organization for Indigenous Initiatives and Sustainability (ORGIIS), a local NGO which focuses on the environment. It is financially support from the Jersey Overseas Aid, another NGO.

🚩Oil prices slipped on Tuesday as expectations that top producers would agree to raise oil supply in a meeting this week weighed on sentiment, already hit by concerns over slowing Chinese demand. Brent crude dropped 14 cents or 0.2% to $62.46 a barrel, after losing 1.1% the previous day. U.S. West Texas Intermediate (WTI) crude fell 2 cents to $59.62 a barrel, having lost 1.4% on Monday. They both touched the lowest in more than 6 days, extending losses that started late last week. Expectations that the Organization of the Petroleum Exporting Countries and its allies, a group known as OPEC+, would boost oil output from April are pushing prices lower.

🚩Ghana and Côte d’Ivoire have agreed to form a joint committee to find a lasting solution to security challenges faced by cocoa farmers along with the southern parts of the shared border of the two countries. The agreement to form a joint committee was reached when Ghanaian officials hosted their Ivorian counterparts in a meeting at Half Assini in the Western South Region on 24th February 2021.The delegation from Ghana was led by the Chief Executive of the Ghana Cocoa Board (COCOBOD), Hon Joseph Boahen Aidoo and made up of officials from COCOBOD, the Western South Regional Minister, Hon. Kwabena Okyere Darko-Mensah, members of the Regional Security Council and border security agents. The Ivorian delegation was constituted by the Deputy Director-General of Le Conseil Du Café-Cacao (CCC), Dr Koffi N’goran, their National Land Forces General and other members of various security agencies and a Regional Minister for Agriculture. The joint committee will be tasked to work with all stakeholders on both sides of the border to fashion an enduring solution to the problem which has been in the area for decades.

🚩Minister-designate for Tourism, Arts and Culture, Dr. Mohammed Ibrahim Awal has announced a GH¢50 million facility to fund entrepreneurs in the tourism sector, as part of the post-covid-19 economic recovery programme. Taking his turn at the Parliament’s Appointment Committee, Dr. Awal said Ghana’s tourism sector has lost a significant amount of investments to the covid-19 pandemic, and when thus given the opportunity as a minister, he will institute measures to ensure the sector is back on track.

🚩The Bank of Ghana (BoG) has launched a regulatory and innovation sandbox pilot.
According to the Bank in a release, the launch took place on Thursday, February 25, 2021. The release indicated that the launch was in collaboration with EMTECH Service LLC. “This is in line with its commitment to evolve an enabling and inclusive regulatory environment that promotes FinTechs and supports innovation,” it added. “Within the financial sector, a regulatory and innovation sandbox is a supportive and controlled policy environment that enables firms to test innovative products, services and business models under the supervision of a regulator. Effectively, the regulatory and innovation sandbox will provide a forum for financial sector innovators to interact with the sector regulator to test digital financial service innovations while evolving enabling regulatory environment,” it noted.

🚩OPEC+ oil producers will discuss a modest easing of oil supply curbs from April given a recovery in prices. This is coming, although some suggest holding the oil production steady for now given the risk of new setbacks in the battle against the covid-19 pandemic. Three OPEC+ sources said an output increase of 500,000 barrels per day from April looked possible without building up inventories, although updated supply and demand balances that ministers will consider at their March 4, 2021 meeting will determine their decision.

🚩The Producer Price Inflation (PPI) rate for January 2021 was 9.1 percent, the Ghana Statistical Service (GSS) has announced. This indicates that between January 2020 and January 2021 (year-on-year), the PPI increased by 9.1 percent. It represents a 2.1 percentage point increase in producer inflation relative to the rate recorded in December 2020 (7.0%). The month-on-month change in producer price index between December 2020 and January 2021 was 3.5 percent, indicating an increase.

🚩The Bank of Ghana (BoG) has once again cautioned the general public against the practice of engaging in money doubling, card loading, and credit card loading schemes. According to the bank, the practice often involves inviting the general public through the social, traditional mediums asking them to deposit funds through the various payment systems for attractive returns and opportunities. But reiterating the call in a statement it first issued in October 2020 and republished on Wednesday February 17 2021, the Bank of Ghana said it has not issued a license to any entity or individuals to engage in the act as required by the Banks and Specialised Deposit-Taking Institutions Act, 2016 (Act 930), as their activities amount to deposit-taking.

🚩The Ghana Community Network Service Limited (GCNet) has served notice of redundancy to some category of staff who are due to be laid off from April 2021. A copy of a redundancy letter explained that management had to embark on a demobilization exercise in the operations of the GeGov Service, Infrastructure and Support Departments due to a non-renewal of the Service Agreement with the Ghana Revenue Authority, GRA. “Per above, your employment contract shall be determined through redundancy. GCNet is hereby serving three months effective February 1, 2021. The effective date of your termination is April 30, 2021,” portions of the letter read.

🚩The Social Security and National Insurance Trust (SSNIT) is set to accept Ghana Card from its new pension scheme applicants in the coming days. This, according to SSNIT forms part of its measures to streamline and improve its services. SSNIT has also said already existing customers can also have their Ghana Cards integrated into the system. In an interview with the Director-General of SSNIT, Dr John Ofori-Tenkorang, on Accra-based Citi News closely monitored by Ghanaweb, he said the move will help in advancing pensions scheme enrollment across the country.

🚩New data released by the Bank of Ghana suggests that Ghana’s economy may have begun a rebound from the contractions it suffered during the second and third quarters of 2020 as a result of the adverse impact of COVID-19 and the requisite socio-economic restrictions imposed by government to curb the spread of infection. The central bank’s Composite Index of Economic Activity grew strongly during the last quarter of 2020 and although the usual close correlation between the CIEA and Gross Domestic Product measurements conducted by the Ghana Statistical Service have loosened somewhat since the advent of the coronavirus pandemic, the sheer strength of the CIEA’s rise suggests that Ghana enjoyed a resumption of economic growth during the period.

🚩Ghana will be rolling out the unified license regime, a global standard of licensing for telecom operators with the aim to bring down the cost of internet for operators and consequently consumers. This is in line with the quest by the government to make data accessible to consumers at a cheaper rate. The new licensing regime will also allow telecom operators to acquire one set of licenses for both voice and data operations. Answering questions from the Appointment Committee of Parliament, Minister designate for Communication and Digitalization, Ursula Owusu Ekuful hinted that the option has become critical due to the increasing usage of data in the country. According to Ursula Owusu Ekuful, the current license regime doesn’t have the technology to grant a single license for a spectrum operation, therefore operators acquire a separate license for each spectrum that is either 2G, 3G or 4G. This situation she believes will contribute to the high cost of internet or data.

🚩Ghana Government has settled a little over 50% of debt owed the Independent Power Producers, Distributors and Bulk Consumers. This leaves the current indebtedness of the government to the IPPs at about $750 million. The Chamber of Independent Power Producers describes the move as a good faith shown by government but wants more. According to the Chamber, it remains the most competitive energy private sector player in the ECOWAS sub region. Chief Executive, Elikplim Komla Apetorgbor said “IPPs in Ghana remains the most competitive in the sub region. We are doing averagely 11 cents per kWh, and as a chamber and as an objective, we have challenged ourselves to competition to do better than this.”

🚩The Electricity Company of Ghana (ECG) Tema Regional office has recouped close to GH¢8 million from power theft in the year 2020. The recovery has been realised through a stepped-up routine operational surveillance by the power distributor to breach the surging loss of revenue due to power siphoning. The Tema Regional office of the Electricity Company of Ghana comprises seven districts namely South Tema, Afienya, Krobo, South Tema, Ada, Nungua and Prampram. Substantive customers in the districts, particularly Krobo, Afienya and Ada presently use postpaid metres, as a few others are also on Self Help Electrification Project, SHEP metres.
