BUSINESS NEWS | GHANA AND BEYOND 03/02/2021

🚩The Bank of Ghana says the impact of COVID-19 on the banking industry’s performance was moderate as banks remained liquid, profitable and well-capitalized. According to the Bank of Ghana’s Monetary Policy Report, the banking sector performance remained strong throughout 2020, with robust growth in total assets, deposits and investments. With regard to earnings, profit before tax increased by 27.2% to GH¢6.1 billion. Though a little below that of 2019, the earnings was appreciable, based on the impact of the coronavirus pandemic. Net interest income, largely from loans and investments, contributed significantly to the profit, growing by 20.9% to GH¢11.2 billion. Net fees and commissions grew by 5.0% to GH¢2.3 billion, lower than the growth of 16.5% recorded in the prior year, reflecting the dip in growth of credits and other trade finance-related businesses. Operating income rose by 17.9% whilst operating expenses increased by 8.2%, albeit lower than the respective growth rates of 21.1% and 12.1% in 2019.

🚩The total value of mobile money transactions for last year hit a remarkable GH¢569 billion, data from the Bank of Ghana has revealed. This outstanding performance was largely due to the covid-19 pandemic which triggered upward transactions of mobile mobile in 2020. December 2020 which was the Christmas period registered the biggest transaction of GH¢67 billion. This was followed by the month of September 2020 that recorded a total value transaction of GH¢58.8 billion. In terms of mobile money interoperability, that is, the movement of cash from an account of one mobile service provider to another, total value of transactions was GH¢5.6 billion. Whilst registered mobile money accounts stood at 38.5 million people, active mobile money accounts hit 17.1 million at the end of December 2020.

🚩The positive performance of the Ghana Stock Exchange in the last quarter of 2020 has continued into the first month of 2021, with the local bourse returning to investors a gain of 4.3 % in January 2021. This is the first gain recorded in January since 2018. The years 2018 and 2019 saw the local bourse returning negative 0.5% and 12.25 % respectively. The trend continued for the first 3 quarters of 2020 with investors getting a return of negative 17.8% on listed equities from January to September. However, the last quarter of 2020 saw a reversal of fortunes as the consistent quarterly losses in the year was halted with the 4th quarter seeing the Composite Index surge by 4.58%.

🚩The tenure of the Governor of the Bank of Ghana, Dr. Ernest Addison has been renewed by President Nana Akufo-Addo for another four years. His current tenure which begun on 1 April 2017 will end at the end of March 2021. According to Citi Business News sources at the Central Bank, President Akufo-Addo has given his approval for Dr. Addison to continue serving in the same position for another four years effective April 1, 2021, pending the approval of the yet-to-be constituted Council of State. The President back in 2017, forwarded Mr. Addison’s name to the Council of State for consideration and approval as the Governor of the central bank.

🚩The Government of Ghana has chosen to extend Africa and Middle East Resource Investment (AMERI) deal which will now run until the end of April 2021. This is according to the Executive Director of the Africa Centre for Energy Policy (ACEP), Benjamin Boakye. Mr Boakye in an interview with the B&FT newspaper said the extension of the deal is to allow it pay a remaining balance of US$92 million owed to AMERI. “The amount includes a US$36million debt and US$56million in no cost extension, and it is understood that government wants to use the next three months to settle this amount in addition to conducting a technical audit to ascertain soundness of the plant.”

BUSINESS NEWS | GHANA AND BEYOND 29/01/2021

🚩The International Monetary Fund is forecasting an end-year Inflation rate of 8.70% for Ghana. That signals a likely ease in the cost of loans in the coming months. This is consistent with Fitch Solutions 8.5% forecast and it comes at a time when the Monetary Policy Committee of the Bank of Ghana is holding its 98th meeting to review developments in the economy. There are high expectations for a slight drop in lending rates for the next three months to help boost business and consumer spending. Inflation which is an increase in the overall prices of goods and services in an economy is an important determinant in the cost of borrowing; and therefore the Bank of Ghana views it as crucial in pricing its base lending rate. The expected lower inflation will boost the economy, hence encouraging savings, investments, and also deepen the nation’s international competitiveness. It will also facilitate the cost of doing business for companies and as a result increase their profit margins.

🚩Government total expenditure for last year rose by 31.5% to hit a record GH¢92.2 billion due to impact of Covid-19, but comes with a greater cost to the economy. According to Fitch Solutions, research arm of international ratings agency, Fitch, the huge increase in government spending as a result of the impact of covid-19 on the economy, expanded the financing gap by far.
It is expected that the fiscal deficit ended the year by a little over 13% of Gross Domestic Product. But that was as a result of covid-19 spending in which government provided stimulus package in the form of subsidies and direct supports for local households. Government revenue for last year was less than GH¢46 billion. But the rising budget deficit if not checked could crowd out private sector borrowing, distort interest rates, among others.

🚩Ghana has been ranked as one of the countries on the African continent that is heavily indebted to Asian superpower, China. China over the past few years has established itself as one of the world’s economic superpowers and as such the Asian country has become one of the biggest lenders to the world’s poorest continent, Africa. Whiles Chinese support to Africa has helped some countries on the continent pursue various forms of development, it has also riddled several nations on the continent in debt. According to Africa Facts Zone, Ghana ranks 9th as the African country holding the largest Chinese debt. It estimates that Ghana owes China about US$3.4 billion. The first ten highest Chinese debt holders from highest to least has Angola placing first with US$25 billion. This is followed by Ethiopia ($13.5 billion), Kenya (US$8 billion), Congo (US$7.3 billion), Sudan ($6.4 billion) and Zambia (US$6 billion). The remaining are Cameroon (US$5.5 billion), Nigeria ($4.8 billion), Ghana (US$3.5 billion) and DR Congo (US$3.4 billion).

🚩The Ghana Airports Company Limited (GACL) has announced the launch of commercial flights to Ho during the Easter holidays. Madam Amma Faake Gadzekpo, Head of Business Development Services of the GACL said the facility had long been ready, and that the Company had been looking for the “right opportunity and timing to make it happen.” She made the announcement at a stakeholder meeting in Ho organised by the Ghana Tourism Authority (GTA) to engage stakeholders including; players in the hospitality industry on developing sustainable packages to grow the travel and tour industry in the Region.

🚩The Lands Commission says it will move more of its services online.
According to the commission, the success of its piloted online platform for some selected services has necessitated this move. The Commission from November 9, 2020, moved away from its manual system unto an online platform for some selected services, to render a more efficient service to the general public. After more than two months since its rollout, the commission believes the good feedback from the general public makes it conducive to move other services fully online. Speaking to Citi Business News , Director of the Land Valuation Division of the commission, Surveyor Benjamin Arthur said some challenges they faced in the beginning of the rollout have been solved.

BUSINESS NEWS | GHANA AND BEYOND 26/01/2021

🚩The Ghana Revenue Authority (GRA) has set a provisional tax revenue target of GH¢60 billion for 2021, representing a 32.3 percent increase over the 2020 actual collection of GH¢45.338 billion. Rev. Ammishaddai Owusu-Amoah, the Commissioner-General, who announced this at a media soiree, said although the task appeared daunting, the GRA would implement innovative measures to meet the target. Among the measures to achieve the 2021 revenue target are the Introduction of New Excise Tax Stamps with enhanced security features, which are difficult to duplicate from the 1st of January, 2021.

🚩The Government of Ghana has set a new deadline of May 2022 for the unification of the Sankofa and the Afina oilfields, the former already being operated since 2017 by ENI and the latter discovered in 2019 by Springfield, but still awaiting a Plan of Development. However, government’s insistence on the unification and the terms it is proposing, despite the protestations of the Sankofa field, appears to drawing the foreign upstream oil and gas industry, which sees it as an attempt to shortchange one of theirs to the unfair benefit of an indigenous operator.

🚩The Environmental Protection Agency (EPA) is to collaborate with Zeal Environmental Technologies to help efficiently operationalize EPA’s established Laboratory in Takoradi to serve the petroleum industry. The Executive Director of EPA, Dr. Henry Kwabena Kokofu, said this to Citi News during a working visit to Zeal Environmental Technologies, an indigenous oil and industrial waste management giant in the Western Region. Dr. Kokofu said Zeal has both the skill, knowledge and requisite machinery to deal with environmental protection issues particularly the waste management as per oil waste, water waste and other solid waste, hence the collaborations.

🚩UBA Ghana’s Long-Term Issuer Default Rating has been upgraded to ‘B’ from ‘B-‘ and Viability Rating to ‘b’ from ‘b-‘. The Outlook on the Long-Term Issuer Default Rating is also stable. According to ratings agency, Fitch, the upgrade reflects the strengthening of the bank’s capitalisation and leverage, as reflected in the increase in its tangible common equity/tangible assets ratio to 26% at the end of September 2020, from 18% at the end of 2019. That is notwithstanding heightened operating environment risks from the global pandemic.

BUSINESS NEWS | GHANA AND BEYOND 10/12/2020

🚩New Patriotic Party (NPP) presidential candidate, Nana Addo Dankwa Akufo-Addo has won the tightly contested 2020 election. He polled 6,730, 413 which is 51.59% of the total valid cast nationwide on December 7. His closest contender, John Mahama of the National Democratic Congress (NDC) polled 6, 214, 889 which gives him 47.36% of the total votes cast. The Electoral Commissioner, Jean Mensa who is the Returning Officer of the 2020 presidential election announced the results Wednesday. She added that there results for the Techiman South is outstanding as it is being contested. However, she noted that even if all those votes are added to the ones obtained by former President Mahama, it will not add up to the 50 plus 1 per cent he needs to win the election. This is the second defeat Mr Mahama has suffered contesting his former colleague in Parliament.

🚩The year-on-year rate of inflation slowed for the fourth consecutive month to 9.8 percent in November compared with 10.1 percent the previous month.
Professor Samuel Annim, the Government Statistician, who announced the rate, said the drop was the fourth consecutive monthly fall post-COVID-19. Month-on-month inflation was 0.3 percent, he said. The food inflation rate stood at 11.7 percent and non-food inflation was 8.3 percent. Inflation in locally produced items stood at 11.5 percent and imported items at 5.6 percent. Prof. Annim said stark variation continued to exist across regions, and source and type of items.

🚩Ghana and few Sub-Saharan African (SSA) nations with credit ratings of B with stable outlook that will be seeking to raise funds via the international capital market in 2021 will virtually have little problem as the market conditions have improved since the easing of the coronavirus pandemic. According to assessment by ratings agency Fitch and JP Morgan Emerging Market Bond Index (EMBI), Cote d’Ivoire’s (B+/Positive) issuance of a 12-year euro 1 billion Eurobond on 25 November, 2020 confirms that some SSA issuers are able to resume market issuance to meet part of their financing needs over the next year. Cote d’Ivoire’s bond was priced at a record-low yield of 5.0% and was still five times oversubscribed. The report pointed out that sovereign nations including Ghana will follow Cote d’Ivoire in issuing Eurobonds in 2021, as market conditions have eased sharply.

🚩The Bank of Ghana (BoG) has established a new merchant payment system that will introduce a tiered account structure to ensure that small and medium enterprises (SMEs) are able to access merchant accounts tailored to their needs. According to the central bank, the tiered account structure will ensure that different customer types are able to sign on to electronic money accounts suitable to their needs, thereby promoting inclusive access to digital payments. This, the BoG said, is to ensure that SMEs that do not meet the stipulated merchant requirements under the Payment Systems and Services Act 2019 (Act 987) get the opportunity to access merchant accounts that will enable them to accept payments by debit or credit cards.

🚩Two hundred and twenty seven residents (227) secured employment with Gold Fields Ghana Limited (GFGL), Damang Mines from January this year till date. The beneficiaries were drawn from the Mine’s host communities which include; Aboso, Amoanda, Bompieso, Atta ne Atta, Huni-Valley, Koduakrom, Mile Ten, Nyamebekyere, Kyekyewere, Twenda, Subri, Damang, Kwabenaho and Enimilkrom. Mr Abdel-Razak Yakubu, Regional Manager-Sustainable Development Projects, made this known at the Mines Community Consultative Committee meeting at Damang. He observed that employment in their host communities was one of the pressing challenges facing the company.

BUSINESS NEWS | GHANA AND BEYOND 09/12/2020

🚩African leaders have approved that trading should start on 1 January next year as scheduled on the African Continental Free Trade Area (AfCFTA) agreement and requested African financial institutions to provide technical and financial support for its implementation. The leaders re-affirmed their resolve to deepen continental integration through the AfCFTA and commended the contribution of the African Ministers of Trade for the preparations toward the launch of trading on 1 January 2021.

🚩The Amalgamated Mutual Fund PLC (The AM Fund) has commenced cash payments under the partial bailout scheme to clients of the Fund Management Companies (FMCs) for which the Official Liquidator is yet to obtain Liquidation Orders from the courts. This follows the announcement by the Securities and Exchange Commission (SEC) on November 18, 2020, that the government has authorised a partial bailout involving payments of up to GH¢50,000 each, to customers of FMCs whose licenses have been revoked but whose liquidation processes in the courts have not been concluded. A statement issued by the company stated that affected clients are required to follow a simple 3-step process to access cash under the partial bailout scheme.

🚩The Ministry of Finance says government has saved the energy sector over US$5 billion by relocating the Karpowership power plants and securing agreements with CENIT Power Limited and Cenpower Generation Company Limited under its ongoing renegotiation of power purchase agreements (PPAs). The ministry said it has also paid in excess of US$1 billion to independent power producers (IPPs) this year alone. This is in addition to the GH¢2.7 billion paid by the Electricity Company of Ghana (ECG) to the IPPs.

🚩The oilfield service (OFS) market is projected to lose a cumulative US$340 billion in purchase value over the next eight years, a Rystad Energy analysis shows, as peak oil demand will arrive earlier and at a lower level than previously thought, leading to reduced E&P investments. The COVID-19 pandemic’s effect and the accelerating energy transition last month impelled Rystad Energy to revise its peak oil demand forecast. We now see it coming in 2028, two years earlier than previously expected, at 102 million barrels per day, down from earlier projections of 106 million barrels per day. OFS purchases are expected to drop to US$473 billion this year from US$625 billion in 2019 and remain flat in 2021 before starting a slow recovery.

🚩The initial challenges of the Integrated Customs Management System (ICUMS) has been reduced by about 70 percent eight months into the introduction of the system. Mr Emmanuel Ohene, an Assistant Commissioner of Customs in charge of the Accra Sector Command, said the initial delay that users of the system faced when processing bill of entries for example was a thing of the past. Mr Ohene, who is also the Chairman of the Implementation Team of the Integrated Customs Management System (ICUMS), said it took about two hours to process a pre-manifest declaration once an importer through his or her agent submits documents in ICUMS that were not subject to any queries.

BUSINESS NEWS | GHANA AND BEYOND 08/12/2020

🚩IES has projected the rise in the price of fuel on the domestic market in December. According to the Institute, the sharp increase is as a result of the 11.5% increase in prices of International Benchmark- Brent crude, the 6.94% increase in prices of Gasoline, the 7.26% increase in Gasoline prices and the stability of the local currency. Also, the Institute said another reason for the increase is attributable to the renewed hopes of a COVID-19 vaccine following other announcements by major vaccine producers within the period.

🚩The Aviation Ministry says it has completed negotiations with stakeholders in the sector towards reviving Ghana’s national Airline. It’s been a decade since the collapse of the country’s only airline, Ghana International Airline in 2010, after countless allegations of the mismanagement, incompetence and corruption. Since then, governments have proposed a revival of the airline with the aim of building it to withstand industry shocks. Speaking at the inauguration of the Aviation Security Service Providers Association at the Ghana Civil Aviation Training Academy, the sector Minister, Joseph Kofi Adda, said in line with government’s plan of making Ghana the aviation hub within the sub-region, government is committed to achieving this goal in the coming months.

🚩The Deputy Executive Director of the Environmental Protection Agency, Ebenezer Appah-Sampong, is hopeful that the government will soon adopt the use of e-mobility transport systems in the country. According to him, this will help protect the environment since there will be less vehicular emissions produced by the use of fuel. He was speaking to Citi Business News on the back of the launch of the first electric vehicle in Ghana; the Hyundai KONA subcompact medium SUV electric vehicle.

🚩About 350,000 existing customers of the Electricity Company of Ghana (ECG) will benefit from the Pokuase Bulk Supply Point (BSP) upon completion in May next year. The project, which is 87 per cent complete, would hold 580 MVA and redistribute to the area and ensure steady power. Residents of Kwabenya, Ofankor, Legon, Nsawam, and Anyah will heave a sigh of relief upon completion since there would be sufficient power supply to boost their business operations and domestic purposes. The US$50 million project is being funded by the United States Government through its Agency, the Millennium Challenge Corporation (MCC).

🚩Last week global commodity markets were shaken to their very foundations by the collaborative actions of Ghana and Cote d’Ivoire in pursuance of their price setting agenda for cocoa beans. The two countries backed up their earlier threat to withdraw from Hershey’s cocoa l sustainability scheme in response to that company’s efforts to evade paying a living income differential (LID) or premium, introduced last year of US$400 per tonne on all 2020/21 cocoa sales the proceeds of which are being used to raise the income of cocoa farmers in the form of a 28 percent increase on the amount each country’s government pays cocoa farmers per tonne of the commodity purchased at the farm gate. Both countries cancelled all their cocoa sustainability schemes with the United States headquartered Hershey.

🚩Tullow Oil is planning to boost production in Ghana in the coming years as part of its new strategy to improve the company’s fortunes. In a statement issued last week, the company said it will launch a multi-well drilling programme in the second quarter of 2021 under the first phase of its investment agenda. The programme is expected to boost production and lower operational costs.

🚩The Chairman of the Implementation Team of the Integrated Customs Management System (ICUMS), Emmanuel Ohene has disclosed that the government exceeded its revenue target in August and November 2020 from Ghana’s ports. This, he attributed to the introduction of the Integrated Customs Management System (ICUMS) at the ports. “Tema collection in November has exceeded its target. In August, ICUMS was responsible for Revenue target being exceeded,” he said. Speaking on Eye on Port, Emmanuel Ohene who doubles as the Assistant Commissioner of Customs in charge of the Accra Sector Command stated that “this is worth noting considering the negative impact of the coronavirus on the global shipping business.” According to him, an amount of GH¢1.2 billion was realized monthly since the introduction of ICUMS.
